I think that could be a contributing factor - but it's hard to know as I can't think how they could have a placebo control for water to show that. Having said that, I don't think this negates the findings of this study. Overnight your body is still using water, and with your brain is made up of 75% water it's very sensitive to changes in levels of hydration (even a 2% change).
I started this daily routine a decade ago when I stopped drinking coffee and alcohol in an attempt to break free from toxic addictions. Ten years on I wake up full of energy and spring out of my bed every morning without a foggy brain. Two glasses of water or half liter works for me.
The study you refer to comprised only 64 young adults, i.e Chinese students, who were given purified water (nobody drinks tap water in China). It would be interesting, and surely more meaningful, to have a study with a much larger cohort across all age categories with different types of water (tap, spring, purified, mineralized, sparkling, ...)
